Delay in work by interior designer and not providing copy of contract

Hi All, I have engaged an interior designer for the renovation of my home, for which we signed an agreement on April 5th, 2024, specifying a total amount of INR 5,17,000. As I had a housewarming ceremony on April 21st, 2024, I requested that they complete some part of the kitchen and work on two bedrooms involving louvers and wallpaper verbally. However, they have failed to complete either of these tasks, and they are now refusing to provide me with a signed copy of the agreement. What should I do now ?

In the given scenario, in the absence of the copy of the agreement, if you possess records of transactions of money as advance or as part payment made against the said contract, then serve a legal notice to the Interior Decorators and file a complaint against them over deficiency in service and unfair trade practice before the Dist. Consumer Commission under Sec.35 of the Consumer Protection Act, 2019 claiming compensation for harassment and seeking appropriate relief in the matter. Complaint should be filed within two years from the date of cause of action.
