land Dispute Boundary wall construction land Dispute Boundary wall construction

My father have filed an CSR against my neighbour who was objected/Threatned my parents while they are constructing
Boundary wall in my house (which is located in Village) within my Boundary Limits post survey...later the settlement has done in the police station for this CSR.
My father have submitted the written statement in the Police station stating that he will withdraw his compliant and dont proceed/Take
legal Actions by quoting "neighbour agreed that he will not object while we are doing Boundary wall construction in
future (As my neighbour stated that he will arrange for new survey as well)..Now its been more then 5 months he was not arranging for Survey nor allowing my parents to make boundary wall construction...
Since twice the survey done already with my parents expenses,We spent so much time and Money. We dont want anymore survey from our side since we dont have any concerns with survey measurements...
we want to procced further with previous survey results itself....
without this Boundary wall My parents was facing Robbery & Privacy concerns ...
I have the below questions:
1)wrt to above CSR will my neighbour(Accused)also have given some written statement to police station or not?
if yes from where/how can I get that...??? Really will that be useful if i will moving further for court proceedings....????
2)To make my boundary wall constructions ,So can You help/Suggest me how can I proceed legally......?????
