Education Related --- Awarding a DIploma.

Hello, I am into Overseas education and career counseling. I am planning to start a distance learning institute for skill based commercial fields such as Event Management, Fashion Merchandising, Retail store Sales etc. These will be after SSC or HSC, 2 years after SSC and 1 year after HSC. I wish to know the following :
1. Can a private Institute issue its own DIplomas ( Only Diploma, no PG DIploma and certainly not Bachelor degrees ).
2. Whereas UGC recognition or AICTE approval is required to award Bachelor degrees / PG DIplomas, is there any special permission / approval required to award only Diplomas.
I have seen that many private institutes in the market award their own Diplomas, however I have no idea about its legal aspects.
