Government Service query

I am a government employee. My contract says that I can't apply for any post outside the department for the next 3 years. If I apply for any other government post and inform my department about the same, what maximum action can they take against me. Will I not be provided NOC or any other serious action will be taken against me. Also, I if get the other government job, can I simply resign from my current position and join the other job without availing the experience and other benefits.?

A.Will need to check your contract is it fair, well as far as liability is concerned can be any even a criminal cheating, criminal breach of trust,fraud etc case can be made out apart from civil liabilities, so first try to go into the merit of this provision, for that you may book a consultation with me.
