My name was considered for the panel year 13-14 for promotion along with 2 people who are senior and, junior to me respectively. But to my dismay, after inclusion of my name in the panel, I was changed under 17(a) allegedly not performing well while posted in a underdeveloped area and punished and overlooked for promotion as and my junior was promoted. Since I got punishment and dropped and not promoted vide panel year 14-15, I became automatically eligible to be considered for promotion for the next panel year 15-16.
But no panel was prepared for the years 14-15 and 15-16 .finally list 16-17 prepared just 10 days before my retirement. The approval came after i retired and automatically dropped as i had retired
