Can govt quash a VAC case on merit

Charge sheet filed in VAC case and 3 chief has been taken. Now more skeleton came out on the complainant contractor.The accused govt employee already took DP on the contractor while in service for their illegalities. Now two Asst commissioner of commercial tax have been charged under 17b for their collusion with the contractor. Rs. 45 lakhs have been collected from the complainant for his forgery. And so many turned against him on record now. My question is whether the victim employee can apply to govt to withdraw the case? Is there a provision in law? Earlier in a quash petition HC disallowed n go to meet trial court. Kindly advice sir
