refused Pvt notice n threatened

Sir in Madras HC I filed a WP criminal side against police to reopen FIR on two erring contractors. Judge order me to send Pvt notice to one of the contractors. He refused to receive n returned to me. After One week he contacted me to my cell phone from a new number which is not in name n abused much one n half min. Police took no action online complaint. 20 days gone. What should I do further.
