Disabled daughter neglected by her mother resulting deteriorating conditition Disabled daughter neglected by her mother resulting deteriorating conditition

Mother has deserted her husband, as he didn't approve of her irresponsible attitude and narcissistic behaviour. She had taken the disabled (due to cerebral palsy) daughter, for the purpose of claiming money from her husband. However, since she did not have any affection for the daughter, she had neglected in taking proper care of her. This has resulted in bending the daughter's spinal cord by 42 degrees. It happened despite the fact that the 'Indian Institute of Cerebral Palsy' had warned about this and showed the correct posture of her sitting. As a result, her rib cage has reduced causing difficulty for the proper functioning of heart and lungs. Due to which, last year she suffered from a serious lung problem and had to be put in the ICU. Luckily she survived.
The mother had also neglected to carry on the instructions of the I.I.C.P resulting in her inability to learn the communication skills essential for her caregiver to understand her needs. The mother is highly educated and earning a decent amount. So, she is quite capable of understanding the consequences of her actions on her daughter. If one takes into account that now she can't squeeze her husband any more, and she doesn't know anything apart from her own pleasures, therefore, it can be presumed that the mother actually wants to get rid of her daughter.
Please advise what legal recourse is open to the father to safeguard his beloved daughter's interest. It must be taken into account that the father had to sell off his house, and is living alone in a rented premise. So, taking custody of the daughter himself is not feasible.
