Puppy being stopped

We live in an apartment which falls on the main road with heavy traffic and have a shih tzu puppy.
In order to relieve the puppy we take her on the terrace and as soon as she is finished defecating or urinating we clean it. But there is one family that still objects

As the roof belongs to the common space which belongs to all the owners of the apartment, one has the full right to object. Moreover terrace is not the place where you can perform such activities. Plus every housing society has their own sets of rules and regulations which may vary.
