Illegal financers

A group of money lenders who have no license to do this business they are making agreement that if you take 5000 from us then you have to pay 1000 rs every time in month as interest and they are playing with every needy people like this and also play many criminal activities I have list of their crime but I am not getting proper way and my mother is also suffering. Please suggest me were to go.
