What your builder has done and is doing appears to be malafide and is going to impact the legal rights of all other residents of the complex. The MC should set up a meeting with the builder to sort the issues and if required legal recourse can be taken depending on the outcome. You have a valid question and since there is no law as such to hep you out in this scenario my suggestion would be to knock the door of the Hon'ble High Court so that the court can pass a judgement that husband's name is not required for divorcee lady. This will pave the way for many in Indian society.
