A. I remember similar thing where person threw away neighbour garbage bin for keeping it in his area.
neighbour had to buy new garbage bin 3-4 times then learned the lesson to not to repeat .mistake.
you keep your dustbin in front of his door where you want him to keep his dustbin.
if you have problem of 2 dustbin in front of your gate. can put your garbage bin in front of secretary door.
send a legal notice and file case of nuisance.
