It appears that you have entered in to an agreement to purchase the property and paid Rs23Lakhs advance and possession has been handed over to you in 2019. Since you already have the documents in your husband;s name, please file a petition for injunction under Order 39 Rule 1 Civil Procedure code obtain a stay order. You can obtain injunctions even during lock down period as courts are hearing urgent matters(your case is classified as emergency as there is a threat of eviction).

You need not bother. Just continue your stay without paying any rent until proper receipts are given. Abnormal enhancement of rent cannot be approved by the Court. Let him to police station or Court you will win. A. To be direct, your lawyer is not doing a great job if you are informing him about the acts of not letting you access the electric meter and not allowing you to have a thorough way.
Please ask your lawyer to file an application in the court to allow you to access your electricity meter to get it repaired and restrain the other party from creating any hindrance during the process and if the way is common to restrain the other party from hindering you to access of the way.

This is purely a partition issue. You may ignore those 100 Rs. stamp paper writes up for now. But better to issue a notice to return those stamp papers. Further, without paying consideration (money), a sale can not establish and he needs to prove before the court for the same.
