You have to take consent of the instructor to disclose his name otherwise you may have to face little problem. You must use all the material created by yourself.
Regarding fees paid in full for a course but
I had undertaken a course of cybersecurity back in 2019. Fees paid well in advance with the examination fees costing Rs.30k. Paid that as well but for some personal reasons, I couldn't give the exam.

You can file a consumer complaint against the authorities in the amount of 30k as your examination fees are not exhaustive and you can still take the course or ask for a refund. You need to draft a consumer complaint at the appropriate forum, attach all the relevant documents, payments, all the call records, and every detail that can help substantiate a case, and then pay the court fees and submit an affidavit.
