You can file an FIR with the police station of the railway station or can file a complaint with the railway station authorities.

As per your inputs the registration is delayed due to departmental reasons, and further in agreement it is agreed that the the remaining part of amount will be paid at the time of registration, if the seller demanding you to pay the remaining part, if you are satisfied with the seller then you can give some part payment endorsing back of your agreement paper
else you wait till the time of sale registration

A. Hi,
You can file a complaint with the municipality as well as the police to get that pole removed. It is the duty of the municipality to get that pole removed.

It will be better if you talk to the management for a refund. It the matter is not resolved you can send a legal notice and further file a case.

A. To want a refund, there is a procedure. In which you can start with sending them a legal notice for refund with the time prescribed you by. But after the expiring of that time period you can file a consumer complaint (pecuniary jurisdiction of consumer forums are as follows according to the latest amendement i.e. Consumer protection Act, 2019:
Matters where you have paid consideration upto 1 cr: District Forum.
