A. Dear Madam/Sir,
Never give blank cheque if you take loan either from registered money lender or unregistered money lender. The only suggestion if not so in urgency not to raise loan. If raised not to fear to their threatening. They cannot recover that easy. Enjoy the fruits of loan.

Opting moratorium is not automatic, it requires to apply digitally/online. There must be some error in their act, request to write their grievances team, failing which you may lodge a complaint with RBI at below portal:-
