File a case in the court against your husband for committing adultery and move an application for the DNA profiling of that baby with your husband. Birth certificate will be in the custody of the lady by whom the child was born. Since your husband is not divorcee therefore the second marriage of your husband is null and void and the said relation is adultery and the child born is illegitimate child

Mental illness of a certain degree only is a ground for divorce. The level of mental illness will be determined by the trial court by way of expert evidence of a independwnt doctor from a government hospital, during the trial of the divorce petition since a certain degree of mental illness may be there as you said but may not meet the standard of mental illness required under the law as ground of divorce.
