If someone does not want to marry you, you cannot force them to. Filing a case against him would serve no purpose other than to damage his life. If he is forced to compromise because of the threat of a Court case and has to marry you, you can be sure he will resent you for the rest of his life.
I'd advise you to move past this and seek happiness elsewhere.

A. Dear Sir,
In Domestic Violence case there can be no arrest. It can be challenged before High Court and get stay order as it is filed after filing divorce case by the husband.

1. They can be, depending on the case.
2. This depends on the nature of arguments put forth and how many issues must be discussed/resolved.

nobody can force anybody to live with someone,not even supreme court.

they not stay in his house and left you.
so you have house to stay.
for other financial spends, you can file maintenance case and ask for interim maintenance in it.
you can also send restitution of conjugal rights to husband to come back.
