If you are a girl then nobody can question your hairstyle. You may go to High Court and file a Writ Petition or PIL against such institution and array the above professor as second Respondent to get appropriate orders and some punishment will be given to that professor for giving lesser marks out of grudge.

If this type of harassment is faced by you from your neighbor then, you can file an application under Section 268 of IPC in the court of magistrate. As he is creating nuisance he is liable for punishment. Also file a case against police for there negligence.
