Can my college professor ask me to cut my hair?

I am studying in a autonomous college in Kerala. And one of the professor in my department has been asking the students to cut their hair. Does he have any legal right to do that? And if a professor changes my internal marks due to a grudge, is there any legal move against them? Or is the Indian constitution incapable of protecting the human rights of a category called "students"?
A.Dear Madam,
If you are a girl then nobody can question your hairstyle. You may go to High Court and file a Writ Petition or PIL against such institution and array the above professor as second Respondent to get appropriate orders and some punishment will be given to that professor for giving lesser marks out of grudge.
