You have two options. You can go to higher officers in the Revenue Department by filing Revenue Appeal. Secondly, you may file civil suit seeking cancellation of 0.5 Acre in the name of your neighbor and seek declaration to the extent of 1.5 Acre and the Court may give a direction to the concerned Revenue Officer to register your name in the Revenue records.
