Complaint against un-registered residents welfare association in Tamilnadu

I am owning a flat in an apartment since 2009 and it has no RWA but unregistered RWA is collecting money in the name of maintenance since Sept 2009. They have a bank account whose signing authorities not known. They are not giving any details about expense made using maintenance collected. When we request for any repairs in common area, they are refusing to do and asking us to do it ourselves. But we can see that they are carrying out repairs in some areas whose expense details are not shown to us. They are not initiating the procedure for registration of Association. When questioned about their legal identity, they threaten the residents. The transaction is around 3 lakhs per annum. Please tell me how to take up this matter legally.
You can file a writ in the high court against the said authority as a member if the society you have the right to transparency over everything happening related to your society.
You may lodge complaint with Police for misappropriation of amounts collected by unauthorised persons and thus FIR can be registered against such illegal association who are collecting such amounts.
