OBC-NCL reservation. OBC-NCL reservation.

Sir,
My father is working in Central Government Autonomous body & earning more than 8 lakhs (currently CLASS 2 employee). He was recruited as a CLASS 3 employee and has been promoted to CLASS 2 employee. Now the problem here is, the officer responsible for issuing OBC-NCL certificate does not consider my father's company under Central Government and says that it is an autonomous body.
My question is, are employees working under Central Government Autonomous body considered to be same as employees working under Purely central government for obtaining OBC-NCL certificate? If not, why?
Also, my father's company is ready to issue a letter which states that the company is a Central Government Autonomous body and not a PSU.

A.Dear Sir,
If you face any difficulty then you just file a Writ Petition and get a direction to that officer.

A.It depends upon the rules and regulations and service rules which are applicable.Generally employees subject to CCS rules are considered to be central govt employees. So check with service regulations of the PSU or autonomous body where employed
