A.1) Sorry to say a but UGC- University Grants Commission is the sole authority for deciding matters related to the University exams because the quality of exams after all qualify for the students who are the bright future of our country .
2) So pertaining to exams the state government and the court can give only a neutral opinion but may not be able to say a that they should conduct the exams or they should not conduct the exams for the pandemic situation as such of today as that of national disaster.
3) As of 6 October 2017, the UGC lists 367 state universities. The oldest establishment date listed by the UGC is 1857, shared by the University of Mumbai, the University of Madras and the University of Calcutta.
4) The Bombay High Court on Tuesday i.e.7th July 2020 directed that the University Grants Commission (UGC) be made a party to a PIL challenging the Maharashtra government's decision to issue degrees without holding final year exams. https://www.ndtv.com/education/bombay-high-court-says-ugc-be-made-party-pil-on-university-exams
