Flat owner not returning the Security Deposit

We(4 person) shifted to a flat(Panchkula, Haryana) in March and due to unavailability of the owner rent agreement is not signed for a few weeks afterwards, the lockdown was enforced.
Due to COVID-19, we moved to our homes and vacated the flat on June end. Now, We are trying to reach out the owner for the refund of Security Deposit of ₹ 19000 but the owner is not picking up the phone and also not replying to WhatsApp messages.
We have paid the security amount in Cash. But we have few recording of phone calls with the owner regarding vacating the flat, where we have mentioned about security deposit amount.
What can be done to get our security deposit back?
