Stamp paper for affidavit

I'm trying to make affidavit online to correct my name. Is it okay to use other state stamp paper since, my state is not in the given option?

A.You must apply for Gazette notification to change your name because affidavit is not sufficient and not consider by every authority.

A.according to my knowledge you have to submit Notarised Documents for it & Notary is not possible online.
