can i book a cheating case on my tenant who vacated house with out paying water bill and bluffed that he paid online for four years

A.Dear Sir,
It is civil case as such unless you have strong grounds about criminal acts committed by him you cannot register criminal case against him. However you can file eviction suit.

even after legal notice if your tenant do not turn up then file a petition in court
