Rental Increment

Hi sir, we were living in a house on rent from 2 years 4months and planed to vacate this month informed as per agreement. we asked landlord about the rent increment after in the end of 1st year and renewal of agreement but he he didn't do both and asked us to pay the same as 1st year. Even in agreement also, it is written that, it should be renewed on mutual agreement to increase rent 10% every year.
Now, he is saying he will cut the amount of 10% extra rent for entire due period in deposit (i.e. 21,000). and he is agreeing that there are no damages but want to take one month rent (RS14,000) on the name of painting, which costs 36% of one month rent (which is RS 5000 for this 700sft flat). please help me to understand the below agreement lines. Exact lines in agreement:
--the tenant has deposited sum of RS 70,000/- by cash paid as advance security deposit, which sum the owner hereby acknowledges. the said sum carry no interest but refundable to tenant on the termination of the tenancy.
-- the tenancy shall be in force for a period of 11 months. The same may be renewed after the agreement, subject as terms and conditions as mutually agreed upon between the owner and tenant by increasing the rent by 10%
-- The tenant shall the repainting and white washing charges at the time of vacating the premises. if damages caused for premises, the charges will be detected in advance amount or one month rent.
If there was no increment in the rent then it cannot be charged together at a later stage. However, you can have a talk with the owner regarding the repainting and white washing charges. If the owner arbitrarily charges money then you can file a complaint against such action.
