PMAY Subsidy Not Release

Dear Sir
In may17 i applied for home loan in PNB Housing & at same time applied for PMAY subsidy. But after continue follow up for 1&1/2 year subsidy not credit in my account abd PNB has charged high interest rate. in Nov-18 i contact SBI for Loan transfer then he says ok for loan transfer And confirm that on PNB declaration letter we will apply fresh application in SBI and get subsidy.
After 10 days of Loan transfer from PNB housing I receive call from PNB that my subsidy is received but due loan account close in PNB, PNB return the subsidy to NHB.
Now SBI is saying that transfer cases are not eligible for subsidy and you have already get subsidy in PNB tenure
