Service Law. Civil Service Exam Quashed after 3 years

If a state civil service exam is quashed after three 3 years and all appointed civil servants are terminated en-bloc by quashing their appointment order, what happens to the official documents signed by such civil servants?
*the exam was quashed because of some lapses like non-appointment of Controller of Exam, no proper rules for evaluation (no scaling or moderation), and some other irregularities. Not for any wrongdoings or infirmity of candidates
