A.Hi,
You can send them a legal notice to refund your money and if the matter escalates you can file a case against the company in the consumer court.

A.Hi,
If your state has a police complaint authority, you can approach them.
Alternatively, you may file a FIR at the nearest police station, but it is very unlikely they will file it. You can then address your complaint to the Deputy Superintendent of Police, and if that doesn't result in action either, you may approach the District Magistrate who shall direct that your FIR be filed.
If you are a woman, you can file a case under S.509 IPC.
Be warned though, that it is difficult to get action taken against police officials, unless they have committed a serious crime.
