Inter charge Transfer from one state to other

When we joined the dept., transfer policy was there. It is extended year by year from 1990 till date. We joined the dept thinking the same but seddenly this year just to prevent few litigation, dept banned transfer. Transfer rule is like we can get transfer after three years. So after completion of three years when we were in high hope to get transfer, they banned this.

A.you may approach respective High Court for the relief claiming the rules and policies applicable at the time of Joining should be applicable and secondly the present ban on transfer is unjustified and therefore shall be set aside. Though you can not claim Transfer as a matter of right but unjustified decision of Government can be challenged before the Constitutional Courts as a matter of right.
