A.Hi,
We will need more details about your husband's rank and posting to determine what other benefits he is entitled to, for his service. The Payment of Gratuity Act states that anyone who has served more than 5 years under the same employer is entitled to gratuity.
You can file a civil money recovery suit against the official who promised that your husband's dues would be paid in 10 years.

A.Hi,
As he has served more than 5 years, he is entitled to gratuity. You can recover the same by instituting a civil suit for money recovery against the official who promised that you would receive the payment in 10 years. We will need more details about your husband's rank and posting to better assist you.
