Neighbour (House owners son) passing lewd comments

We live in a penthouse, third floor. Family of four. Husband, wife and two daughters. Our neighbour, who lives in second floor has 3 dogs and lives alone.
He is our house owners son. He apparently loves dogs more than humans. Recently he encouraged a stray dog to sleep on the stairs. We love dogs too, but that dog looked ill. It looked like it has ticks and flies were roaming around it.
Given the current situation, the pandemic, naturally we got concerned. It was coming up to the third floor, drinking water from the tub (we leave a tub full of water, to water the plants), we have a sofa outside our house, it comes and sleeps on the sofa.
So we shooed it away. The Owners son brings it back again, on purpose. So we decided to block the way for the dog. We used some wood planks to block the stairs. The Owners son keeps removing it. Once we caught him in action, removing the planks.
He started yelling at us (VERY LOUDLY) saying that the stairs are not our property. He is the owner (he doesn't own the building, he's just the son of the owner) and asked us to leave.
We called the house owner and explained the situation, that we aren't the only ones that have a problem. He smokes a lot, we can't even keep the doors and windows open for fresh air.
We complained to the owner. But nothing seems to have changed. When the dog keeps trying to come up he yells at the dog that "the sadists will hit you, don't come up" Loudly.
An hour ago, he was yelling abusive language from his home to leave the house and go away. Now he did not take our name or anything, but the words he used were very bad. We managed to record the voice of him yelling vulgar words.
The neighbours from across the street could hear him. That's how loud he yells. He also yelled someone who lives a few blocks away once, very vulgar words.
There are children and senior citizens living here. My daughter's had to cover their ears, that's how vulgar the words were.
What can I do to let him leave this place? The house owner is supporting us in this matter, but it seems that even he is not able to let his son leave this place.

A complaint may be registered at the nearest police station regarding the same.
