Police not lodging an FIR Police not lodging an FIR

my phone was snatched on friday. So I went to police immediately to file a complaint. the police man misguided me and registered complaint instead of FIR. I went again of Saturday for revising so but he gave me promises that the procedure for a complaint and an FIR is same in case of phone snatching. After consulting a few people I came to know. that police should write an FIR and not a complain. I went back again on Monday to file an FIR. This time the police man was not there he was on leave. The on duty police man refused to lodge my FIR saying the person who registered your complain should file your FIR. They gave me the number of the police man who wrote my complain as I spoke to him he said he will not be available for next 11 days/ he is in his village/ he is not well. I don't know how to proceed ahead. As time is crucial in such matters. I request you to help me asap.

A.Hi
Approach the magistrate directly and file your complaint before them. They will direct the police to register the FIR.
