A.Hi,
Approach your area's magistrate and file a complaint with them. They will then direct the police to file the FIR.

A.Dear client,
You should file a Complaint petition at CJM court by Advocate stating all about stolen bike and not registering your FIR at concerned Thana or P.S.
On two hearing your case shall be registered . Or if you want action against police officers the file Criminal writ at High Court.
Thanks

A.Dear Sir,
You have to just wait or approach higher police officers or file a private complaint and issue a direction from the Magistrate to register FIR immediately and start investigation and be aware that police cannot ignore your complaint.
