Custom duty on exempt items

I have used household stuff plus a few large items (paintings made by me) that I want to ship by courier from USA to India. I see there is an exemption for such cases (transfer of residence + artwork by Indian citizen). However the shipping cost is ~800 USD. So the question is even if the items are exempt do I have to pay a duty on the shipping cost/CIF ?

You have to approach concerned customs authorities and pay the necessary fees as per rules.
