Apartment owners association, And members consent

Can the Apartment owners association , do restoration work by using association fund, and by asking to pay extra, but without taking consent or taking voting form all association members.

A.Any such decisions must be a majority decision hence consent is required in if specific and contrary provisions are not there

if it is urgent,apartment need quick construction,then apartment owner association can use fund and it extra needed then they ask for pay extra.they can explain the reason ,why they not consent with member that time.but if the restoration is usefull for apartment,every body should pay.
