We are living at the end of a street and our neighbours park an auto and 3-4 bikes regularly blocking the street as they have not constructed a parking area and they are not responding to our requests do I have the provision to complain legally?

Best course of action would be to lodge a complaint with the municipal office. You can also approach nearest police station as well.

A.complaint to RTO to tow the vehicles.
but it will not solve problem becasu they dont have parking area.
