Can mother-in-law be included in Family member certificate?

We were in nuclear family since marriage and my husband a government employee has expired due to corona.
Will my mother -in-law comes under family member certificate and will this be valid if this certificate is issued without verification.

In general the mother of an working employee is always counted in the family member. But to confirm that you must go through the policies of the company is which your husband was working. And certificate issued without verification are not valid.

A.Yes the mother of the working person will be included and that's the general notion in any organization but then you need to check the policies of the organization (state rules/ department) where he was working.
