A.Dear Sir,
College have no such authority. It is your private property and you can approach High Court and get a favourable order. At the most the college can impose some fine or suspend you for sometime.

PLEASE GIVE ME RATING AS RANK 5

A.Dear Sir/ Madam,
Please verify if in past you have consented to any of such conditions where the college has the power to withhold your certificate in case of default in code of conduct. The best way would be to apologise in case you are in default with a written application and maintain the written apology as proof on record in case of any future reference.

A.Dear Sir/ Madam,
However, colleges do not aggravate the situation but if they have withhold then the best and safe way would be to apologise with a written letter so you will have a record of your efforts taken in case required in the future to defend yourself. Also please check if in the past you have consented to any of such stipulations while appearing for exams where it was mentioned that college could withhold the certificate in certain circumstances.

A.Usually college don't do that but if they do that then you should apologize to the college and take your certificates and move rather than doing anything else which can aggravate the situation and put you in more trouble.
