LEASE Hold land issue. LEASE Hold land issue.

A is seller
B is buyer

In year 1984 A and B came into agreement for land with 10L rs. B paid 9L and not paid 1L. Not aware why not paid 1L.
B was ready to pay the same in year 1997 to pay that pending amount with interest. But A refused and did not allow conveyance.

So B filed a case in civil court and got a decree in his favour. Court also suggested to pay pending amount with interest. A again refused to accept it and they re-appealed in court.

In year 2005 collector lease of the land expired. As conveyance is not done so B cannot pay the lease amount and A is not interested for renewing of lease.

In this situation what are the options for B to pay government lease though he doesn't want to change the name on property card as court case is on. But B just want to clear dues of government with penalties for all the past years.
