A.Dear Sir,
Average of the three years will be taken to come to a conclusion as to whether such families income is less than 8 Lakhs per annum. If it is so then only the children will be OBC non creamy layer certificate.

A.Yes,
The income threshold is supposed to be raised every consecutive three years and if the value of the annual family income increases 8 lakh then they fall under the creamy layer. Anything below 8 lakh falls under the non creamy layer. Around 27% of the seats are reserved for the same.

A.Hello Ma'am
If you Family income is less than 8 lakh for three consecutive years then you are eligible to get a OBC non Creamy layer certificate. It would be suggested to read the rules regarding the Creamy layer concept in OBC in India. As per knowledge the family income must be less than 8 lakh for 3 consecutive years.

A.Hello Sir/Ma'am
If a total family income is less than the 8 lakh per annum limit, the family is considered to be in non-creamy OBC category. That very family will be getting a certificate of OBC non-creamy layer.
