Street Dead end

1. I have bought a cross site as land owner told it was dead end and in the street we have 3 houses one side and on other side 1 house
2. earlier there was a kalyan mantapa and it was demolished
3. We planned to construct a compound wall as it was dead end
4. But neighbour comes and tells he wanted to make it as street to his connecting site. Please advise is it right. earlier it was complete building and no street was there.
