A.dear client you can complaint into district judge or high court regarding tehsil judge or executive magistrate.

A.Not writing, file a writ petition and get a direction from High Court for speedy disposal of case. But that tehsil judge may develop a enmity against you if you write the petition making allegations against her.

A.Don`t ever make the blunder of complaining as advised to you here. You have to approach High Court and get a direction for speedy disposal of the case, but without making allegations against the judge. Filing complaint may render you liable for contempt.
