Use of Remote Neuro devices/weapons on targeted citizens Use of Remote Neuro devices/weapons on targeted citizens

Why silence of the State on Remote Neural Monitoring or Organized Stalking & Electronic Harassment (OSEH) is rampant in India should be accepted by the citizens just because legal cognizance of the crime has been ignored so far? Why evidenceless crimes like RNM, Voice to Skull, Directed Energy Weapons etc with US patents, used to torture citizens should be left out of the IPC or CrPC sections ?
