Landlord issue Landlord issue

Regarding landlord tenant issues. I stayed as a tenant for around 2.5 yrs. I decided to leave the premises when landlord started harrasing and putting mental pressure on me and my wife. Water meter was in stopped state when i entered the premises and i was not aware of that. I nvr get any water bill and i was also told that no water bill comes in as 20kl is free per month and everyone was using the submersible motor. After 1.5-2 years one day landlord came saying that ur water bill is Rs. 25k. I got surprised how it can be 25000 rs. I was asked to check it with Delhi jal board and fix the issue. I contacted DJB and got to knw that the meter is in stop state before i entered the premises. No complaint was case for that. I raised the complaint and visited office several times. I was being harrased and mentally pressurized to resolve the bill issue. At end i decided to leave the premises and gave one month notice. Landlord has not refunded part of my security which is Rs. 11000. I want to know if any action can be taken. They are going to do the same with other tenants as meter is not replaced and they are not ready to replace even. Please note i have the rent agreement of notary not from court and it was for the first year, they did not even made the renewed one.

A.Dear Sir,
You may approach the Police because it is a small amount or sit in front of land lords house and not allow any other new tenant to take that house on rent unless your advance amount is paid.

I could have explained more if background is known to me.

Please give me FIVE STAR if satisfied by my answers .

A.Hi, If you pay your landlord or mobile home site owner for water, instead of paying the water company directly, this means you are being resold water. There are rules to make sure you aren’t overcharged. You shouldn’t be charged more than the amount the water company would charge, plus a reasonable administration fee. However, if your landlord is overcharging you and you have no way to check the water meter to check if he is charging a reasonable fee, you can send them a legal notice to seek a recourse.
