Regarding EWS ( Income and Asset certificate)

Government of Karnataka has issued me certificate of EWS based on running financial year. But rules of UPSC exam need income based on previous financial year. ( Example: I have received certificate based on income for 2020-21 for the financial year 2020-21, " but UPSC rules require certificate based on income for 2019-20 for financial year 2020-21) . Hence as per the rule my certificate becomes invalid. But I know msny of applicants in Karnataka have recieved certificate as per rule ( here there is mistake done by issuing authority interms of financial year) , can I approach High court or supreme by filing writ petition under article 32 , for the violation of Article 14- right to equality to get my certificate corrected?
A.Dear Sir,
First approach issuing authority then you can approach High Court for their negligence on the part of officials.
you will have to first approach the authorities, that is, the government of Karnataka for recitification of the error. If they are still not correcting, then you can approach the court on this behalf.
