You can file a complaint for the same and request for further investigation. You can file a complaint against him for domestic violence and taking dowry as well. You can also file a FIR in the police station and approach the court.

A.To give opinion, it is necessary to scrutinize such legal notice sent by your Brother in law. If physical and mental cruelty are exercised upon your sister, then it is necessary for your sister to take necessary legal steps under Section 498A of the Indian Penal Code,1860 as well as under the Protection of Women from Domestic Violence Act, 2005 .
