Raised complaint to BMC Raised complaint to BMC

I have raised complaint to BMC since last 4 months but they are not ready to take action and complaints are heared deaf ears .

Basically there is an restaurant being operated in building premises ( Bldg is 65 years old pagdi system and landlords internal disputes r there henceforth its under control of Court Receiver)

So recently the owner of shop gave his shop to some tenant and restaurant is opened in the building shop recently and he installed huge chimney inside the premises which is even facing the main road , the restaurant keeps open gas cylinders , and actually the front space where the encroachment is made is reserved for parking of vehicles. So there itself he kept chimneys, barbequ stalls, tea stalls which is really causing our peace too much. back to back the noises of his fabrications like tawas and nuisance from his customers are audible at our house which is at second floor. the chimney installed at front space in open area is so tall that the smoke comes till our house and due to which health issues are seen.....
Even he encroached bldg back space keeps heavy duty fridgers , compressors stick to the bldg wall which creates loud vibrations. Even the kitchen inside shop is too small that nothing he can manage in his boundaries.
Even he creates lots of dirtiness by throwing tea glasses throughout bldg allows visitors to consume cigarrates , spit inside premises near to parked vehicles

I dont think he might be having Health license from BMC , Fire license, Gas cylinders license, FSSAI license etc.

So i raised several complaints as well as RTI to BMC but they are least bothered since 4 month and not a single step of action is seen infact nuisance is increasing day by day in bldg.
Even Complaint given to Police but no action, Complaint given to Chief Fire Officer but no action.

Please suggest what i can do further for quick relief and which authority would really interfare in the matter. and what is role of local police in this ?

A.Dear Sir,
You have to lodge complaints with different authorities and further you may approach the High Court and get a direction to the concerned authorities to investigate about your grievances and thus instead of submitting a report the concerned authorities may do a favour to you.
